When an STCW endorsement is required

If a Master, officer, or radio operator serving on a Vanuatu-flagged seagoing ship holds a certificate issued by another STCW Party that requires recognition by Vanuatu, the seafarer must hold a valid Vanuatu endorsement attesting recognition.

VISR’s standard for issuance

VISR issues endorsements based on three principles:

·       Authenticity: certificates must be genuine, current, and verifiable.

·       Fitness: medical and supporting documents must meet stated validity and completeness rules.

·       Traceability: VISR must be able to confirm the certificate directly with the issuing authority.
