When an STCW endorsement is required
If a Master, officer, or radio operator serving on a Vanuatu-flagged seagoing ship holds a certificate issued by another STCW Party that requires recognition by Vanuatu, the seafarer must hold a valid Vanuatu endorsement attesting recognition.
VISR’s standard for issuance
VISR issues endorsements based on three principles:
