All crew members of a vessel are required to obtain the necessary licensing in compliance with the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW). To ensure that Vanuatu-flagged vessels are adequately and safely manned in accordance with international regulations, all vessels are required to have a Minimum Safe Manning Certificate (MSMC) on board.

VLAS reviews, certifies and documents officers and ratings that sail aboard Vanuatu-flagged ships. Applications for seafarer identification and record books, officer certificates and documentation can be submitted online. Seafarers’ certificates can also be verified online. 
 
The registry’s new system combines security with efficiency and reliability, ensuring a seamless online experience for seafarers.
